The evening session started with the presentation “Monitoring everything to give you what matters” given by Avital Vallois, from Sindup, of how to use the information of a business environment to increase the competitiveness of a company. The platform works like a strainer that brings as a final output the tailored needed information for decision making. The main basis of the project is the huge amount of information the humans are producing nowadays and how to transform it into something worth for companies and business actors. The main source of the tool are the public web pages but is the AI who made the proper job to take advantage of this information.

After that, we had the opportunity of enjoying the presentation held by Ger Jan Mattens about the Bureau van Dijk’s project Orbis. The platform, also structured around the Big Data, aims to identify the true value of the intellectual property and its management to find out which is useful and relevant for business. In the same way, there is possible to know which market is going to be more receptive to a certain technology, how a sector is performing based on aggregated information, and so on.

Also related with the use of the big data to take advantage of the territories, was the project deployed by Sarah Russis from the fDi Intelligence. Their platform, Geographic Information System (GIS), was specially relevant when mapping the economic features of a certain territory. Using the same information basis than the previous examples, this tool was able to show in a glance how Bourdeaux is performing in the development of a concrete sector, in which neighbourhoods the force of work is allocated, the price of an industrial building, etc.

Last but not least, Cosmin Cristal from the Regional Development Agency of Nord-Est (Romania) explained how the Smart Specialisation Strategies are allowing territories like this to boost segmentation process and innovation support

After a 30-minutes coffee break, the Conference was resumed with 7 brief presentations that outlined the most relevant figures of the speakers’ regions and offered practical guidelines in RDA segmentation and innovation. Joaquín Crespo, Technician on Infrastructures and Innovation at Instituto Aragonés de Fomento, was the first speaker. He covered all the instruments his agency uses to support innovation and their best practices and stressed the necessity to conduct market segmentations in order to put into practice efficient and optimized RIS3 strategies.  Secondly, Daniel Kipp, Chief Project Manager at Dieter Meyer Consulting, presented his company, how they support innovation from product development to strategic consulting and the databases the use in order to advise SMEs. Afterwards, Desislava Koleva, Head of Economic Development al the Municipality of Gabrovo, declared that the long-term vision of their region entailed the development of their regional innovation ecosystem by strengthening the bonds between the different public and private regional stakeholders. Crucial for her agency was the creation of the Gabrovo GIS Economic Layer that develops and maintains relevant economic information about  active businesses in the region in favour of strategic planning and S3.

Tomislav Plesec, EU Project Manager at SIMORA, gave the fourth presentation, which dealt with the development of a training programme for young people to create future professionals in the videogame industry. Followed him Yasin Dalgic, Planning Specialist at BEBKA, that presented their best practices in SMEs’ segmentation and their innovation-based entrepreneurship programme SpeedUp that helps identifying potential entrepreneurs, mentor them and look for funding. Hüseyin Özgür Ünsal, Responsible of Regional Development and EU Programmes at MARKA, was in charge of the sixth presentation. Hestated that RDAs should be intermediaries between stakeholders and harmonise their sometimes conflicting agendas. The last presentation was conducted by Ibrahim Ethem Şahin, Head of Planning, Programming and Coordination at OKA, who recognized that “thanks to having joined the OaSis Project we are talking more about innovation than competitiveness and now our focus in all activities is the promotion of investments.”

Today is taking place at EURADA premises (Rue Montoyer 24) the Final Conference of the OaSiS Project entitled Marketing4RDAs. The Conference began with speeches of two women. First, Roberta Dall’Ollio, President of EURADA, warmly welcomed the participants and praised the OaSiS project describing it as a forward-looking initiative best exploiting data-mining so as to help policy-makers and regional practitioners make right decisions and adjust these according to the emerging needs of territories.  Then followed Natalia Martínez, Head of Unit of EASME project, who stressed the importance for development agencies to share best practices about market segmentation for the benefit of SMEs.

In the next part of the morning session the leading role was played by three researchers of the Cracow University of Technology: Jakub Kruszelnicki, Mikolaj Golunski and Piotr Ciochon, who presented and analysed data collected in the framework of the Oasis project. This analysis shows how the real support from the RDAs affected SMEs’ performance. In order to do so, they developed a segmentation algorithm composed of several phases, from language process to unification of sources, from statistical analysis to creation of graphs and textual output.

After them, Manuel Noya, cofounder of Linknovate, presented a study conducted by his company which compared RDA and non-RDA supported SMEs’ growth in a particular RIS3 topic. The study concluded that SMEs supported by RDA had a bigger revenue and growth if. RDAs are, therefore, playing a crucial role in regional economic development.

A very intense last month for OaSIS is coming up! Our Project Manager Antoni Pastor (EURADA) will present the results and findings of our 2-year project in three different international conferences. Additionally, OaSIS will conclude with our final event Marketing4RDAs next 4th of December.

During the last two days (14-15th November), Mr. Pastor has been invited by the Regional Studies Association to present OaSIS and the Big Data tool developed (OaSIS Portal) during their RSA Winter Conference 2019 (London) with a presentation on Big Data Analysis Tools to Enhance Regional Innovation Support at the New Frontiers for Regional Innovation session (14th) and to chair the Regional Innovation in Europe session (15th). During the conference he had the chance to present to over 200 participants the insights on how Big Data can help regional practitioners understand better their economy and provide the correct support to their SMEs at the right time.

But this is not all! Next week, Mr. Pastor will also represent OaSIS at the Spanish Annual Regional Studies Meeting – International Conference on Regional Science, that will take place in Castellón (Spain) the 20-22nd of November at the input-output, big data and other techniques and methods applied to spatial analysis session. It’s organised by the Spanish Regional Science Association with the support of ERSA, the European Regional Studies Association. Finally, he will also present OaSIS project and its outcome at the Smart and Sustainable Planning for Cities and Regions Conference 2019, in Bolzano (Italy), the 9-13th December. The conference will be organised by EURAC Research.

All the conferences mentioned are just part of the final dissemination strategy of OaSIS, since the project will conclude with its final event branded Marketing4RDAs next 4th of December. The event will include the presentation of new SME support measures from the European Commission; a live demonstration of OaSIS Portal, the tool developed within our project to help regional practitioners enhance the services they provide to their SMEs; a catalogue of best practices on innovation from around 10 Regional Development Agencies; and the presentation of several Big Data tools currently available in the private sector.

It’s intended to be a forum where RDA practitioners will find answers to their current issues thanks to the software solutions presented by the private sector, and also where companies are invited to come and find dozens of potential clients for their tools. For this reason, the conference will conclude with a public-private dialogue and a final networking cocktail to bridge the gap between both sectors. Join us and discover Big Data!

The OaSIS team is proud to announce our final conference! In exactly two months from today, the 4ᵗʰ of December, 2019, Marketing4RDAs will take place at EURADA’s premises in Brussels (Rue Montoyer, 24).

Big Data. It’s out there right now. The private sector has been leading the development and implementation of techniques to segment their clients in the most efficient way using Big Data analysis, but why the public sector is lagging behind? The event will serve as a forum to inspire public-private dialogue on the hot topic of Big Data analysis. Its goal is to enable knowledge transfer on the question of how regional public entities can improve their use of data to get more information about their economic performance and use segmentation to enhance the services they provide to SMEs. The audience will be composed by experts in regional and economic development interested in data analysis tools and R&I, together with representatives of innovative companies that will spark dialogue among the public-private sectors on innovation.

The event will be divided into two parts. During the morning sessions, the OaSIS consortium will display its results from the practical point of view of the 8 RDAs involved in the project as third parties. They will share their most innovative tool to segment their clients to provide better support to SMEs. During the evening, representatives of several innovative SMEs will provide useful tips on how the private sector develops its marketing strategies and segments clients, which will spark a fruitful discussion blending public and private stakeholders on how those tools could be transferred to the public sector to help improve the services they provide to the companies of their region.

Last Wednesday 25th of September the OaSIS project team was honoured to take part of the Studying the impact of R&D tax incentives on SME-led innovation conference, organised by our fellow H2020 project WATSON. EURADA’s OaSIS Project Manager Antoni Pastor had the opportunity to present the updated results of our project to a selected audience which included representatives from EASME, the Executive Agency for SMEs of the European Commission and the members of the other two projects funded by the H2020’s call INNOSUP-07-2017 – Innovating SMEs: segmentation along lifecycle and sectors (analytical research activity).

The conference started with a pitch by Daniel Gassmann, Head of Sector of EASME, who set the context for the event and the research to be presented by the WATSON, OaSIS and SMEthod projects. Daniel introduced EASME, the aims of the Horizon 2020 INNOSUP call, and outlined the European Commission’s reasons for providing funding in this area.

Then the several project partners of WATSON presented their findings. This project has studied the impact of R&D tax credits and incentives on SME-led innovation within Europe, bringing together leading European research institutions and Innovative SMEs. R&D tax credit schemes have been widely implemented as a measure of innovation funding but the “one size fits all” nature of R&D tax incentive schemes do not account for the differences in the research and results of different industries, leaving certain sectors at a disadvantage in achieving funding and limiting the impact of R&D tax schemes. WATSON has looked at furthering knowledge of innovation funding through detailed study of SME funding and identifying gaps in European tax credit schemes. This will enable improved funding measures to expand innovation support for SMEs through the provision of instruments better targeted to the needs of specific SME segments.

The second part of the event allowed the presentation of fellow INNOSUP 2017 projects OaSIS and SMEthod, which also examines segmentation and support measures for innovating SMEs. Finally, the attendees took part of an interesting discussion panel about the search for a consistent definition for innovation. From the OaSIS project we pointed out the difficulty not only to define what innovation is, but also to harmonise the standards to consider innovation through Europe, as every region applies different criteria to support SMEs in their region.

The WATSON project is holding a dissemination event to highlight its research and findings on the impact of R&D tax incentives on SME-led innovation, improving SME segmentation and innovation support. You can download the official programme here.

All are welcome to attend. This will be of high interest to anyone involved in SME innovation and R&D incentive schemes across Europe. It is believed the findings will help influence and shape the future direction of R&D tax relief policy across the EU, at European, national, regional and sectoral levels, and help to ensure that R&D tax incentive schemes are more streamlined and better targeted to SME needs.

The event is organised by the WATSON project in cooperation with OaSIS and SMEthod, fellow projects in the same Horizon 2020 INNOSUP (Innovation Support) call supporting research into SME segmentation and innovation. From OaSIS we are pleased to also give an overview of our research and findings at the event.

A senior representative from EASME (the European Commission’s Executive Agency for SMEs which oversees the INNOSUP programme) will also be present to set the context for the research and the European Commission’s reasons for providing funding in this area. The programme will include a discussion panel on a key topic of the moment: What is innovation? The search for a consistent definition.
